Description
Burlington County is soliciting proposals for multiple State/Community Partnership and Family Court Services program components funded through the Juvenile Justice Commission. The scope includes Family Crisis Intervention, diversionary family engagement, electronic-monitoring detention alternatives, trauma-informed interventions, family engagement in the youth justice system, and treatment/evaluations for sexually reactive youth. Services may include counseling, case management, family engagement, court coordination, GPS monitoring, supervised house arrest, transportation, evaluations, individual or group therapy, reporting, and outcome measurement. Proposers may apply for one or multiple program components and must provide program designs, service objectives, activities, accessibility and eligibility information, evaluation methods, outcomes, staff qualifications, resumes, licenses, certifications, and credentials. Certain components require master's-level or bachelor's-level staff, licensed mental-health professionals, background checks, and specialized juvenile-justice or sex-specific treatment experience. The contract has a one-year base period beginning January 1, 2027, with two one-year options. The solicitation requires electronic submission through the designated e-bidding platform using the original proposal documents and forms. Mandatory submission materials include the proposal form, addenda certification, deviations if any, ownership and statutory certifications, equal-employment and anti-discrimination forms, qualification and vendor information, program design, resumes and credentials, hold-harmless agreement, insurance-broker statement, business registration or qualifying nonprofit certificate, W-9, and the applicable signed contract form.
