The Naval Air Systems Command intends to negotiate a firm-fixed-price, indefinite-delivery/indefinite-quantity contract with Armtec Defense Technologies for an estimated 30,000 to 500,000 chaff expendable countermeasures per year. The planned five-year ordering period would support fiscal years 2028 through 2032 and both domestic and foreign requirements. The requirement is being pursued under the statutory authority for other than full and open competition because the agency states that Armtec is the only responsible source with the required manufacturing technology, infrastructure, capacity, and platform qualifications. This notice is not a request for proposals and will not result in a contract award based on responses; information submitted will be used solely to assess future competitive opportunities. Responses are due October 2, 2026.
