Description
El Paso Water is conducting a two-step qualification process for a public-private partnership to convert biogas from the Roberto R. Bustamante Wastewater Treatment Plant into pipeline-quality renewable natural gas for injection into the regional natural gas network. The selected private entity or entities would be responsible for design, permitting, financing, construction, commissioning, system integration, security, and marketing of the RNG and associated environmental attributes, including renewable identification numbers. The anticipated scope also includes long-term operation and maintenance of the RNG system, equipment repair and replacement, residuals management, gas-quality monitoring and testing, and compliance with applicable regulatory and utility requirements. The initial contract term is anticipated to be 15 years, subject to adjustment during the later RFP and contract negotiations. The RFQ evaluates financial condition, safety, staffing and technical capability, relevant municipal RNG experience, operational performance, and experience with public-private collaboration. Up to three firms may be shortlisted for the subsequent RFP phase. Addendum 2 revises the clarification deadline to October 20, 2026, the response date to November 3, 2026, and the qualification-submittal deadline to December 2, 2026, at 1:30 p.m. Mountain Daylight Time.
