San Luis Obispo County is soliciting professional engineering and hydrogeological services to prepare a Salt and Nutrient Management Plan for County Service Area 18's wastewater treatment plant. The plan must characterize salts and nutrients in influent, effluent, and receiving groundwater; evaluate nutrient loading from recycled-water application and golf-course fertilizer practices; assess salt contributors and assimilative capacity; and develop site-specific, implementable source-control and treatment-optimization recommendations, particularly for nitrogen removal. Required work includes data-request and schedule coordination, a report outline, technical memoranda addressing agronomic uptake, salt contributors, and recommended projects and management, draft and final plan documents, and monthly progress updates. The County anticipates a three-year contract and submission of the final draft plan to the Regional Water Quality Control Board in September 2027. Proposals must include separate technical and cost proposals, with the technical proposal addressing firm qualifications, staffing, references, scope, work plan, and resumes for key personnel.
