Description
The Housing Authority of the City of Richmond is soliciting proposals from qualified firms or contractors, potentially including multiple awardees, to provide as-needed maintenance, renovation repairs, and vacancy reduction services at designated properties and units throughout its housing portfolio. The work is intended to maintain safe, sanitary, modernized housing; improve resident and staff comfort and safety; reduce unit turnaround time and vacancy loss; and address operational repair and renovation needs. The procurement is subject to federal requirements, including Davis-Bacon wages, Section 3 requirements under 24 CFR Part 75, Executive Order 11246, and 2 CFR Part 200. Minority business enterprises, women's business enterprises, small businesses, veteran-owned businesses, labor surplus area firms, and Section 3 business concerns are encouraged to respond. A pre-proposal conference and unit walkthrough is scheduled for October 8, 2026; attendance is strongly encouraged but not mandatory.
