Description
Central Contra Costa Sanitary District is soliciting proposals from qualified investment consulting firms to serve as a co-fiduciary advisor for its supplemental defined-contribution program. The program includes a 401(a) Money Purchase Plan, two 457(b) Deferred Compensation Plans, and two Health Reimbursement Arrangement plans administered by MissionSquare Retirement, with approximately $230.6 million in plan assets as of June 30, 2026. The selected firm will provide quarterly investment performance and monitoring reports; attend quarterly on-site Deferred Compensation Plan Advisory Committee meetings; support fiduciary education, regulatory updates, meeting agendas, and minutes; monitor the recordkeeper; conduct annual benchmarking of fees, services, investment menus, governance, and participation; negotiate or recommend reductions in recordkeeping and investment fees; review plan and committee policies; support a potential future recordkeeper procurement; advise on participant engagement and asset retention; assist with service issues; and provide ongoing and onboarding fiduciary training. Proposals must include firm qualifications, governmental experience, references, past performance, key-personnel resumes, technical approach, required regulatory and insurance information, and separate technical and cost proposals. An optional price proposal for discretionary 3(38)-equivalent services may also be submitted.
