Description
El Paso County Hospital District, doing business as University Medical Center of El Paso, is seeking a qualified EMS provider for a contractual partnership supporting hospital-based ECMO, specialty care, critical care, and interfacility transport. The program will serve El Paso County, surrounding West Texas, and Southern New Mexico, including Southeastern New Mexico, with transportation to and from UMC facilities and selected transfers between outside healthcare facilities. The selected provider will supply licensing, franchise authority, staffing, operational infrastructure, regulatory support, medical governance coordination, dispatch and transport coordination, and support for ambulance readiness and maintenance. Proposed models may include ECMO retrieval, mechanical circulatory support, cardiogenic shock, advanced mechanical ventilation, lower-acuity interfacility transfers, dedicated or scheduled coverage, on-call availability, and 24/7 operations. Respondents must present partnership, staffing, financial, billing, vehicle, implementation, and coverage options, including associated costs and response-time commitments. The proposal must include a cover letter, signed Letter of Intent, executive summary, scope and qualifications, fee proposal, completed Response Agreement, Conflict of Interest Questionnaire, Public Integrity Disclosure, and references for at least three comparable sites.
