Description
The Town seeks an independent, data-driven assessment of its Police Department’s workforce and staffing. The consultant will analyze staffing levels and deployable capacity, patrol deployment and minimum staffing, calls for service and other workload, investigations, organizational structure, supervisory responsibilities, and operational efficiency. The work must use workload-based analysis as its primary methodology and provide transparent assumptions, calculations, data sources, and limitations, with staffing projections for one, three, and five years. Deliverables include a project work plan, current-state assessment, workload and staffing analysis, staffing projections and recommendations, deployment and efficiency recommendations, two in-person presentations, and a final report with supporting materials. The proposal must include firm qualifications and comparable projects, three to five references, key personnel and resumes, approach and methodology, a project schedule, exceptions or optional services, and a separately submitted fee proposal. The sample agreement requires professional liability and general liability insurance, and the security addendum requires fingerprint-based background checks for vendor personnel with access to the Police and Municipal Building.
