Description

Northside Independent School District is soliciting proposals for comprehensive workers’ compensation third-party administration and related services for its self-insured program. The scope includes claims handling under Texas workers’ compensation requirements; medical bill auditing and review for facility, non-facility, and ancillary charges; healthcare network and managed-care services; prescription benefit management; prospective, concurrent, and retrospective utilization review; peer, required medical, and independent medical reviews; preauthorization and reconsideration; impairment-rating analysis; medical and vocational case management; medical dispute resolution; private investigation; and representation before Texas workers’ compensation proceedings. The selected provider must support the District’s transitional-duty return-to-work program, statutory and electronic filings, Medicare reporting, subrogation and contribution, payment and accounting controls, reporting, audits, employee communications, and a secure web-based claims system with role-based access, workflow, mobile or equivalent functionality, data migration from the District’s legacy system, training, technical support, security, backup, and data-export capabilities. The proposal package requires a technical response, pricing, multiple questionnaires, certifications, insurance documentation, tax and conflict-of-interest forms, and other specified forms and addenda. Historical exhibits indicate approximately 1,100 claims and $3.3 million in total incurred claims for the 2025–2026 fiscal year.
