Description
This Sources Sought/RFI concerns an anticipated IDIQ replacement contract for a single provider to furnish comprehensive Residential Reentry Center (RRC) and Home Confinement (HC) services for male and female federal offenders. The anticipated requirement includes an RRC facility in one of 21 identified Illinois counties and Home Confinement services within 200 miles of the RRC facility. The Government anticipates a maximum of 50 in-house placements and 25 Home Confinement placements, with tiered pricing and a guaranteed minimum to be established in the future solicitation. The Statement of Work describes operation of the RRC, including 24/7 resident supervision, staffing, housing, intake and release processing, case management, employment assistance, programming, transportation support, food and medical services, drug and alcohol testing, security and accountability, electronic monitoring, inspections, records, and community outreach. The contractor must furnish the personnel, management, equipment, supplies, and services necessary to perform the requirement and must provide at least 70% of contract requirements using its own employees. This notice requests capability information and responses to 11 market-research questions; it is not a request for proposals or offers.
