Description
The Illinois State Treasurer's Office is soliciting a qualified Illinois bank or national bank with an Illinois presence to provide custody and safekeeping services for State and Local Government Securities, corporate bonds, and municipal bonds. The scope includes opening and maintaining custody and demand deposit accounts; executing purchases, sales, and redemptions; accepting wire transfers and ACH transactions; providing sweep investment options; collateralizing balances above applicable FDIC and sweep limits; and applying earnings credits against account fees. The contractor must provide treasury-management functionality, fraud-prevention controls, dual user controls, daily and monthly investment and account reporting, BAI/EDI, CSV, PDF, and Excel-compatible information access, transaction searches and exports, wire-transfer reporting, and account-analysis statements. Respondents must be members of the Federal Reserve System and Depository Trust Company, qualify as a depository for public funds, maintain required licenses and capabilities, and demonstrate at least 10 years of similar experience. The initial agreement term is four years, with extensions permitted up to a total term of 10 years. The proposal must include a technical response, answers to the stated questions, service-team information, subcontractor information if applicable, executed state certifications and disclosures, Appendix D, and the completed Appendix B pricing schedule.
