Description
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Olink Proteomics Inc. for Olink reagents. Olink Proteomics Inc. is the sole manufacturer of the Q100 Instrument and the only vendor that sells reagents compatible with it. The Olink Q100 Instrument is validated only for Olink reagents, and no other vendor supplies compatible reagents. The statutory authority for this sole source requirement is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, citing that only one responsible source can satisfy agency requirements. This is not a request for proposal. All responsible sources that could provide the required reagents may submit a capability statement by 12:00 PM Eastern Standard Time on June 21, 2026, to valerie.gregorio@nih.gov, referencing NOI-OLAO-CC-26-006363 in the subject line. All responses received by the closing date will be considered, and the determination to compete this requirement is at the sole discretion of the Government.
