Description
The Department of the Army, through the Capability Program Executive for Chemical, Biological, Radiological, and Nuclear Defense (CPE-CBRND), is seeking a qualified 501(c)(3) non-profit organization to establish and operate the VEDDER Prototype Accelerator (PA). This initiative aims to accelerate the development and fielding of National Biosecurity Capabilities through an Other Transaction Authority (OTA) agreement. The program will leverage private sector expertise and U.S. Government resources to facilitate rapid, business-to-business sub-agreements with portfolio prototyping companies, particularly non-traditional defense contractors and small businesses. The VEDDER PA will focus on various biotechnology domains, recognizing that different approaches are needed for different areas such as physical biomanufacturing, high-performance computing-driven synthetic biology, and medical therapeutics. The government reserves the right to award up to three separate OTA agreements to ensure diverse expertise and effective commercialization frameworks. Individual PAP OTA agreements will have a base award of up to $8 million, with a ceiling of $95 million over a potential five-year period. The program emphasizes an agile acquisition model, diverging from rigid Federal Acquisition Regulation procedures to maintain technological overmatch.
