Description
The Department of Veterans Affairs (VA) is conducting market research to identify sources of U.S. Produced Pharmaceuticals, in accordance with Executive Order (EO) 13944. The VA is interested in pharmaceuticals that are produced in the U.S., with a particular focus on essential medicines and medical countermeasures where critical inputs and final products are manufactured domestically. The VA is also interested in products that incorporate any U.S. manufacturing activity, including domestic production of critical inputs, intermediate steps, or final processing. Pharmaceuticals of particular interest are listed in Attachment 1 and include items such as Dexamethasone Sodium Phosphate Injection, Fentanyl Citrate Injection, Heparin Sodium Injection, and various other critical care medications. Respondents are asked to provide details on the origin country of critical inputs, intermediate steps, and final processing for their products. They are also required to provide their National Drug Code (NDC) Labeler Code, confirm if they can provide a letter of commitment from the manufacturer, indicate if they have a business-to-business agreement with Pharmaceutical Prime Vendors (PPVs), and state their company size (Large or Small Business) under NAICS code 325412. Small businesses are asked if they manufacture at least 50% of the products. The VA is aiming for a contract with a one-year base period plus four one-year option periods and asks for interested contract lengths. Additionally, respondents should indicate if they can begin supplying products within 60 days of contract award.
