Description
Erie County Department of Social Services seeks qualified agencies to provide emergency shelter and supportive services for people experiencing homelessness during the cold-weather season. The scope includes operating a low-barrier shelter and daytime warming services, providing light refreshments and case management, supporting access to permanent housing, tracking stays and case-management activity, and entering client data into the Homeless Management Information System. Services are expected to operate 24/7 regardless of temperature, with overnight shelter generally operating from approximately 8:00 p.m. to 8:00 a.m. The provider must coordinate with community partners and meet staffing, safety, reporting, and trauma-informed service requirements. Available funding is $1,085,000, with additional funding potentially available subject to approval. Reimbursement is fee-for-service, and the budget must reflect a per-night cost. The contract is for a one-year term with the option to renew for additional terms, subject to funding, approvals, and performance. Proposals must include three separately uploaded sections: Appendix A, Appendix B, and Appendix C; printed submissions are permitted if uploading is not possible.
