Description

The City of Avondale is seeking statements of qualifications from qualified, licensed consulting engineering firms to provide design, permitting, construction administration and inspection, and commissioning services for PFAS treatment infrastructure at four booster pump station sites: Northside, Rancho Santa Fe, Coldwater, and future Garden Trails. The project will address PFAS contamination in production wells and support compliance with federal drinking-water regulations. The City anticipates awarding up to one contract per identified site, project, or phase, with potentially up to four consulting engineers selected. The scope includes preliminary design reports; 30%, 60%, 90%, and final design packages; civil, mechanical, structural, electrical, instrumentation, and controls design; site surveys and utility-conflict analysis; pipeline and facility improvements; regulatory permitting; cost estimates; construction procurement support; construction administration and inspection; progress meetings; shop-drawing and schedule review; design clarifications; startup; and commissioning. Treatment technologies include ion exchange at Northside and granular activated carbon at the other identified sites. The preliminary total construction cost is approximately $150,000,000, while the final scope and phase budgets will be negotiated. Respondents must submit a maximum 10-page statement of qualifications, together with a signed cover letter, past-performance materials, project schedule, resumes, W-9, Arizona Corporation Commission entity information, and required portal confirmations.
