CALL FOR QUALIFICATIONS CITY OF PHOENIX CURED-IN-PLACE LINED CONCRETE SEWER PIPE ENGINEERING SERVICES OPENGOV ID NO. WS90500271 STATEMENTS OF QUALIFICATIONS WILL BE DUE: FRIDAY, SEPTEMBER 18, 2026 AT 12:00 PM *All times are local Phoenix time Scope of Work The City of Phoenix is seeking a qualified consultant to provide Engineering services on the large diameter sanitary sewer pipelines and manholes focusing on National Association of Sewer Service Companies Grade 4 & Grade 5 infrastructure as per the finalized 2026 Condition Assessment Report. Services will include design and possible construction administration and inspection for Cured-In-Place lined pipelines, amongst other materials, and associated manholes. Rehabilitation projects are located at multiple locations within the right-of-way or easements. Pre-Submittal Meeting Information A pre-submittal meeting will be held at 11:00 am on Wednesday, September 2, 2026, at 200 W. Washington St., Phoenix, AZ, 85003 8th Floor East Conference Room AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal. Request For Qualifications Packet On Thursday, August 20, 2026 the Request for Qualifications (RFQ) may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download it from the City's Procurement Portal. Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications. Description
The City of Phoenix is seeking a qualified consultant to provide engineering services for approximately 25 large-diameter sanitary sewer pipe segments totaling more than 5,670 feet and 56 manholes. The pipe segments generally range from 15 to 60 inches in diameter and include NASSCO Grade 4 and Grade 5 infrastructure. The work includes reviewing condition-assessment reports, videos, as-builts, and other investigative data; evaluating rehabilitation alternatives; developing repair and rehabilitation designs; assisting with permits, easements, and approvals; and preparing 90% and 100% project documents, including cost estimates, construction drawings, technical specifications, and special provisions. Rehabilitation may use cured-in-place pipe lining and other materials, including PVC lining and epoxy coating for manholes. The consultant may also provide construction administration and inspection services, including contractor oversight, field inspections and testing, review of submittals, shop drawings, RFIs, payment applications and change orders, field reports, CCTV or digital documentation review, punch lists, as-built review, public outreach, and electronic project-record management. Inspectors must have OSHA trenching and excavation certification and confined-space training, and the consultant must provide a NACE Level III inspector for manhole coating inspections. The selected firm must use the City's UNIFIER project-management database if required and provide a USB drive containing project records at project completion.
