Description

Harris County is seeking a contractor to provide a gift card incentive program supporting Ryan White Part A and B Ending the HIV Epidemic services. The contractor must procure, fulfill, and deliver approximately 7,500 annual gift cards, including 2,500 $50 cards for initial doctor visits, 2,500 $50 cards for follow-up visits, and 2,500 $100 cards for viral-load suppression. Physical and electronic formats, or a combination, may be proposed. Cards must be vendor-specific rather than general-use prepaid cards and must include reasonable controls against cash access and purchases of alcohol, tobacco, firearms, and lottery or gambling products. The contractor will fulfill orders from Harris County Public Health and deliver cards to designated Ryan White subrecipient locations for distribution to eligible clients; it will not determine eligibility or distribute cards directly to participants. The contractor must support secure ordering or account-representative services, delivery tracking, activation and reconciliation controls, monthly utilization and financial reporting, customer support, and detailed pricing for card value, fulfillment, shipping, processing, administrative, and other fees. The maximum contract value is $500,000 per year, with no guaranteed minimum purchases. The anticipated term is one year with four one-year renewal options.
