Description
Great Lakes Water Authority is seeking an experienced engineering consultant to evaluate and rehabilitate the dry ash handling system and storage facilities at its Water Resource Recovery Facility. The scope includes field investigations and condition assessments; evaluation of mechanical, structural, HVAC, electrical, instrumentation, and control systems; assessment of Ash Silos 1 through 5; environmental decommissioning and demolition studies for Silos 1 through 3; development and comparison of conceptual alternatives; life-cycle cost analysis; permitting assistance; and support for State Revolving Fund requirements, including Build America, Buy America compliance. The selected consultant will develop 30%, 60%, 90%, and final bid-ready design documents, operating protocols, testing criteria, construction schedules, cost estimates, risk registers, reliability-centered design analyses, asset-management and document-turnover materials, emergency response and evacuation map updates, lockout/tagout procedures, operations and maintenance manuals, training, laser scanning, and construction-phase assistance. The requested services also include bidding and negotiation support, construction administration, commissioning support, and coordination with GLWA stakeholders and regulatory authorities.
