The City of Janesville is soliciting Statements of Qualifications from experienced master developers or development teams to plan, finance, construct, and deliver a mixed-income residential neighborhood on approximately 55 acres of City-owned land, including approximately 39 developable acres at 2400 Beloit Avenue. The project supports the City's Housing for All priority by increasing housing supply, diversity, and attainability while maintaining compatibility with surrounding neighborhoods and preserving recreation, wetland, and stormwater functions. The selected development team will refine community-informed concepts into a feasible and implementable neighborhood plan. The scope includes market analysis; housing-product and architectural design; traffic, utility, grading, stormwater, and environmental engineering; public infrastructure and multimodal connectivity; community engagement; phased construction and financing strategy; municipal entitlements; and long-term management of rental properties, shared spaces, and stormwater facilities. Respondents must demonstrate comparable residential development experience, financial capacity, access to capital, experience financing complex or multiphase residential developments, multidisciplinary coordination, and municipal approval experience. The SOQ must include the nine components identified in Section 7, including a cover letter, team qualifications, relevant project experience, financial capability statement, conceptual vision and approach, phasing and delivery strategy, community engagement approach, property management plan, and references. The City has clarified that submissions are public records and that no formal housing-needs-by-type study or Phase 1 environmental assessment has been completed for the property.
