Description
The State of Colorado is soliciting proposals for comprehensive employee benefits actuarial and brokerage consulting services. The selected contractor will support the State's employee benefits program, including medical, dental, vision, life, disability, flexible spending, pharmacy benefit management, wellness, direct primary care, near-site clinics, and benefits administration systems. The scope includes actuarial reporting and rate setting; claims, reserve, trend, and cost analysis; benefit plan design and redesign; carrier and vendor negotiations; pharmacy benefit manager market checks, audits, reverse-auction support, and implementation; wellness program evaluation and administration; compliance reviews and legislative fiscal-note analysis; procurement support; open-enrollment administration; communications; contract monitoring; and strategic planning. Proposals must address the technical and management questions, provide a separate cost proposal with a flat annual fee, include requested references and supporting work products, and comply with applicable accessibility standards.
