Description
The City of Farmington is seeking qualified developers, nonprofit entities, organizations, and private entities to partner in the redevelopment of a City-owned, approximately 3.2-acre full-block property at 107 West Maple Street. The property is zoned Mixed Use and supports multifamily housing, townhomes, commercial uses, and walkable urban design. The site is largely flat, has municipal utilities available at or adjacent to the property, and includes an existing 1,904-square-foot building that may be repurposed or removed at the developer’s discretion. The procurement uses a two-phase approach. Phase 1 involves collaboration and feasibility analysis, including conceptual site and architectural refinement, market and financial feasibility modeling, housing and commercial programming, FEMA AE floodplain mitigation and civil engineering strategies, financing-source identification, high-level pro forma development, and coordination with City staff. Phase 2 may involve negotiation of a Disposition and Development Agreement or Master Development Agreement covering land transfer or acquisition, entitlements, construction, and long-term property management. Proposals must address developer experience, project vision and MU zoning optimization, site feasibility and floodplain strategy, financial capacity and capital framework, and conceptual graphical materials. The proposal may not exceed 15 pages, excluding required forms, resumes, and graphical attachments.
