Description
The City of Bloomfield is soliciting proposals from qualified firms to provide professional on-call engineering services for municipal facilities and infrastructure. The scope may include civil, structural, mechanical, electrical, plumbing, water, wastewater, roadway, drainage, utility, traffic, architectural, and landscape architectural services. Firms may propose only the disciplines within their expertise and may use teaming partners or subconsultants to provide complementary capabilities. Services will be authorized through individual work orders or task orders with defined scopes, schedules, deliverables, and compensation; individual assignments may range from specialized assessments to major infrastructure or facility projects, with no predetermined minimum or maximum task-order budget. The City anticipates awarding agreements to three to five qualified firms. Each agreement will remain in effect for four years or until aggregate task-order obligations reach $2,000,000, whichever occurs first. Firms must have at least five years of relevant experience, and proposals must include at least three completed organizational reference questionnaires for similar projects performed within the last three years. Addendum 02 confirms that references may return questionnaires to the offeror for inclusion with the proposal or submit them directly to the City by September 14, 2026; direct submission is optional when the questionnaire is included with the timely proposal.
