Description
The Colorado Department of Human Services, Division of Youth Services, seeks a qualified fiscal agent and formal employer for the 17th Judicial District’s Colorado Youth Detention Continuum program. The contractor will receive and manage program funds, develop and administer subcontracts with local service providers, employ and supervise the CYDC Coordinator and other authorized staff, and provide fiscal oversight, payroll, monthly budget reporting, billing reconciliation, annual audit reporting, and budget revision management. The contractor must also provide employee benefits and liability insurance, attend program and planning meetings, and provide office space in the district. Proposals should describe the offeror’s relevant experience, accounting and cash-flow controls, human resources and subcontract management practices, and ability to meet the Division’s accounting requirements. The response must include a cost proposal within the stated administrative-cost caps, a completed signature page, and any requested contract-term changes in redline. The estimated funds to be managed are approximately $1,100,677 in CYDC/SB 94 funds and $290,197 in Marijuana Tax Revenue funds; the exact allocation is not yet known.
