Description
The City of Greeley's Water and Sewer Department is seeking professional consulting services to evaluate regionalism options for the Boyd Water Treatment Plant. The selected consultant will identify governance, financial, operational, water-rights, and negotiation issues associated with expanding regional participation, including longer seasonal operations, year-round operations, expanded wholesale arrangements, partial ownership, and other partnership models. The deliverable is a concise, actionable report outlining alternatives, advantages and disadvantages, potential benefits and costs, capacity and cost-allocation approaches, water-rights responsibilities, required improvements, and steps toward a possible intergovernmental agreement. Offerors must demonstrate experience with utility consolidation projects and knowledge of Western United States water law and regulations. The initial completion date is March 12, 2027, with a possible twelve-month extension at the City's option.
