Description
The Department of National Defence is soliciting offers for 160,000 packages of seven survival jelly candies and 20,000 paper inserts to support the Canadian Armed Forces Individual Meal Pack program. The candies must be individually wrapped in cellophane, contain assorted flavors, meet specified carbohydrate, calorie, moisture, stability, ingredient, and minimum net-weight requirements, and exclude Red Dye 3. The paper inserts must use white, uncoated matte business-card stock, be at least 270 GSM, no larger than 4 by 5 inches, use black non-toxic ink, and include bilingual ingredient and nutrition information meeting Canadian labeling requirements. Bidders must submit 20 samples from the same lot, a technical proposal, financial pricing, the Offer Submission Form, the Offeror Declaration Form, a completed mandatory-criteria table, a statement confirming compliance with the specifications, minimum net weights, and a quality-system audit report with a valid certificate or license. Offers must be emailed by the closing deadline, while samples must be mailed, delivered in person, or couriered separately. The selected contractor must provide quality-control documentation, production and lot schedules, verification samples, certificates of conformity, lot listings, CF1280 certificates, temperature-controlled road delivery, and replacement of defective products. The initial contract period is one year, with an option year.
