Description
The Town of Milton is seeking conceptual development proposals from qualified developers, development teams, and investors for approximately 3.8 acres of Town-owned property in its Downtown Business District. The Town seeks a vibrant, walkable, mixed-use downtown core that expands housing opportunities, supports local businesses, provides public gathering spaces, and remains economically viable. Respondents may propose market-informed development programs and transaction structures such as a land sale, ground lease, joint development, public-private partnership, phased development, or another negotiated approach. The Town may select one or more preferred developers for further negotiation; this is a developer-selection and negotiation process, not a construction contract, and selection will not constitute final project approval or obligate the Town to transact. Proposals should address the development team, comparable project experience and references, development concept and proposed uses, residential unit count and housing mix, nonresidential square footage, parking, phasing and schedule, market and financial feasibility, development costs and financing, transaction economics, financial capacity, community benefits, sustainability and resiliency, and requested public participation. The solicitation package includes parcel maps, the adopted Downtown Core Master Plan, applicable development regulations, utility and easement information, a pre-Hourglass plat map, and Phase I and Phase II environmental reports. The Phase II report found no shallow-soil impacts requiring additional sampling; the Phase I report identified historical potential environmental conditions associated with a gasoline drum, an aboveground fuel-oil tank, and a broken automotive battery. Responses to questions clarify development regulations and site conditions, including height and lot-coverage limits, utility access points, and that the purchase price is open for negotiation.
