Description
The Town of Milton is seeking conceptual development proposals for approximately 3.8 acres of Town-owned property in its Downtown Business District. The selected developer or developers would help create a walkable, pedestrian-oriented mixed-use downtown core with active ground-floor commercial uses, diverse housing opportunities, public gathering spaces, high-quality architecture and site design, and long-term economic viability. Proposals may include retail, restaurant, service, office, civic, community-oriented, live-work, and residential uses, with the proposed unit count, housing mix, nonresidential square footage, parking strategy, phasing, and relationship to planned public improvements clearly described. Respondents must provide development team information, comparable project experience and references, a conceptual site plan and renderings, market and financial feasibility information, evidence of financial capacity, community benefits, sustainability and resiliency features, and a preferred partnership or transaction structure. The Town will consider a market-value land purchase as well as ground leases, joint development agreements, public-private partnerships, phased acquisition or development, and other negotiated structures. This is a developer-selection and negotiation process, not a construction contract, and selection will not constitute final project approval or obligate the Town to enter into a transaction.
