Description
The U.S. Food and Drug Administration (FDA), Human Foods Program (HFP), is seeking multiple Food Safety Real-Time Polymerase Chain Reaction (PCR) Systems. This is a Request for Quote (RFQ) for a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base year and four one-year option years. The IDIQ will have a minimum quantity of 1 and a maximum quantity of 50 systems. The systems are intended for the FDA's Office of Applied Microbiology and Technology (OAMT) and Office of Chemistry and Toxicology (OCT) to optimize and validate rapid microbiological and molecular methods for detecting pathogens and toxins in food and cosmetics. The Office of Regulatory Testing and Surveillance (ORTS) laboratories also utilize these systems for testing regulated products. The requirements specify detailed technical specifications for the PCR systems, including compatibility, optical systems, dye compatibility, sensitivity, thermal block performance, connectivity, data management, user interface, software features, and performance requirements. The systems must be new, the latest model, and fully compatible with current validated Applied Biosystems 7500 Fast Real-Time PCR System assays without requiring revalidation. Delivery of the initial 20 systems under the base year is expected within 120 days of contract award to various FDA laboratory locations across the United States. The solicitation also includes detailed contract clauses, solicitation provisions, and evaluation criteria, emphasizing technical acceptability and price. Offerors must submit pricing for the instruments, familiarization training, and shipping/handling for each CLIN, and adhere to specific submission requirements, including electronic submission of invoices and adherence to Section 508 accessibility standards for any ICT supplies.
