Description
The State of Arkansas, through the District 4 Waste Tire Accountability Board, is soliciting proposals for a comprehensive used tire program. This program involves the collection, transportation, and processing of waste tires from designated transfer facilities within District 4 to a processing location. The selected contractor will be responsible for managing the entire lifecycle of waste tires, from collection to final processing for recycling, reuse, or disposal. The contract is expected to begin in August 2026, with an initial term of one year, and may be renewed for up to six additional one-year terms, not to exceed a total of seven consecutive years. The contractor must possess at least five years of experience in similar services and hold all necessary state permits and licenses, including a Waste Tire Collection Center Permit, Waste Tire Transporter License, and Waste Tire Processing Permit. Compliance with all federal, state, and local laws, including the Arkansas Used Tire Recycling and Accountability Act, is mandatory. The contractor will also assist the Board in preparing business and quarterly reports for the Department of Environmental Quality (DEQ).
