Description
The U.S. Army Corps of Engineers, Alaska District, is soliciting proposals for the Utilities and Infrastructure Fighter Town Recapitalization project at Joint Base Elmendorf-Richardson (JBER), Alaska. This project is Phase I of a multi-phase recapitalization program to prepare a 500+ acre site and establish critical civil utility and airfield infrastructure. The work must be highly sequenced to accommodate complex topography and concurrent military construction schedules, ensuring uninterrupted operational capabilities and staggered facility occupancy dates. The procurement will utilize an Other Transaction (OT) Agreement under 10 USC 2808a, intended for military construction projects involving testing and experimentation with new and emergent construction technologies. The delivery method is Construction Manager at Risk (CMAR). Phase 1 includes preconstruction services to assist the government with scope, constructability, budget, quality, and schedule in coordination with the Designer of Record. Phase 2 involves construction, where the awardee will propose a Guaranteed Maximum Price (GMP) upon reaching an agreed design level (65-95%). If the GMP is accepted, the government will exercise construction execution; otherwise, the government retains an off-ramp to complete construction via alternative methods.
