Description
The City of Alhambra is requesting statements of qualifications from licensed California attorneys or law firms to provide objective, independent, as-needed legal counsel to its Civil Service Commission. Services include advising on municipal administrative policies, municipal code, police and fire policies, commission rules, disciplinary hearings and appeals, employee suspensions, dismissals and demotions, investigations, administrative and regulatory matters, commission rules and decisions, public records requests, subpoenas, personnel procedures, open-meeting requirements, and related labor, employment, civil service, and administrative law matters. Applicants must be active members in good standing of the California State Bar, have at least five years of California municipal employment-law experience, and have at least two years serving as counsel to a public-agency personnel, employment, or civil service commission or equivalent. Proposals must include firm and attorney qualifications, support-staff information, service approach, rates and charges, availability, knowledge of local-government issues, conflict disclosures, and three to five comparable public-agency references. The engagement is for three years with an option to renew.
