Description
The City of Salem, on behalf of the Town of Danvers, City of Peabody, and City of Salem, seeks multidisciplinary planning, engineering, transportation, rail, environmental, and public-engagement consultant services for a comprehensive feasibility study of an inactive rail corridor connecting the three communities. The study will evaluate rail-trail conversion, freight and passenger rail combinations, passenger transit service, and a no-build alternative, while examining ownership, legal and regulatory conditions, environmental constraints, physical infrastructure, land use, demographics, costs, and implementation capacity. The work includes project management; stakeholder, agency, railroad, and community coordination; multilingual and accessible engagement; existing-conditions and corridor assessments; alternatives development and screening; detailed feasibility analysis; conceptual plans, sections, renderings, and 10-percent designs; cost and funding analysis; and a final feasibility report and implementation strategy. The selected consultant must be MassDOT-prequalified for relevant services and address MassDOT, FHWA, and Surface Transportation Board requirements. The study must be completed no later than October 31, 2028. Proposals must include separate technical and price submissions, with pricing for all tasks within the available $750,000 funding.
