Description

The City seeks proposals for one or more solutions covering financial ERP, payroll, and human capital management (HCM), with the option to evaluate and award the scopes independently or collectively. The work includes software licensing or subscription, implementation, configuration, data conversion and migration, integrations, testing, training, change management, and ongoing maintenance and support. The ERP scope covers financial operations such as general ledger, budgeting, projects and grants, procurement, accounts payable and receivable, fixed assets, and reporting. The HCM scope includes employee records, recruitment, onboarding, benefits, performance, learning, compensation, and position management. The payroll scope includes payroll processing, time and attendance, deductions, leave administration, compliance, and reporting; physical time clocks are required. Vendors must submit a proposal and complete the applicable cost, data conversion, functional requirements, interface, maintenance and support, and technical specifications attachments. The proposal must include a cover letter and executive summary, company background and experience, responses to the applicable scopes, a project schedule, and a product roadmap. Three comparable customer references are required. The City requires a completed certification regarding the bidder’s ability to obtain the specified insurance; the certificate of insurance and endorsements are due before contract approval. A Buy Local Packet is conditional on applicability. The initial contract term will be negotiated, and the City may award to multiple vendors.
