Description
Frederick County Public Schools seeks qualified financial institutions to provide public funds banking and payroll direct deposit services. The scope includes depository and disbursement services, ACH and wire processing, payroll deposits, account and liquidity management, investments and custodial services, reconciliation, fraud prevention, reporting, and support for school activity accounts. Proposals may cover integrated banking and direct deposit, student activity fund banking, and optional merchant services; the district may make awards by service category or to multiple vendors. The technical proposal must address the bank’s qualifications, financial strength, relevant experience and references, staffing, service approach, security and disaster recovery capabilities, and any subcontracted services. Separate cost proposals are required for public funds banking and direct deposit, with vendor-provided pricing for student activity fund banking and optional merchant services. The contract term is stated as May 1, 2027, through February 29, 2032, with two optional two-year renewals; the solicitation also contains inconsistent initial-period dates in its pricing provisions.
