Description
The United Nations Development Programme seeks a provider to recruit, employ, deploy, and administer personnel, including payroll services, for positions supporting its operations in Bangladesh. The scope includes candidate sourcing and vetting, HR administration, salary and statutory payment processing, insurance administration, personnel records, and replacement staffing. The estimated LTA value is USD 34.95 million, with projected demand including 1,944 field-level personnel and 4,000 data-entry operators; these volumes and the estimated value are not guaranteed. The agreement is for an initial 12 months, with up to two additional 12-month extensions, for a maximum of 36 months. Bidders must submit a technical bid, price schedule, bid security, eligibility and qualification evidence, and supporting documents through the online supplier portal. The financial proposal Excel sheet must accompany Form H. A scanned bid-security copy is uploaded online, and the original must also be delivered to the specified Dhaka address. The solicitation requires the provider to perform recruitment, deployment, and payroll work without subcontractors. The amended bid security is BDT 2,000,000 or USD 16,296, valid for 90 days; performance security is 10% of estimated one-month expenditure, renewable annually. The estimated contract commencement date is January 1, 2027.
