The Washington State Department of Social and Health Services, Division of Child Support, is seeking one or more vendors to provide alternate child support payment options for noncustodial parents. Vendors may offer cash, credit/debit card, online, kiosk, mobile, telephone, in-person, or other payment channels in one or more locations; collect payer identification and account information; issue transaction receipts; and electronically transfer 100% of collected funds in U.S. dollars to the DSHS/DCS bank account within two business days. Vendors must provide payment remittance details in the required NACHA ACH CCD+ or CTX format, daily payment reports, customer and agency support, dispute resolution, continuity and disaster-recovery capabilities, PCI-DSS and applicable payment-network compliance, and responsibility for chargebacks and returned funds. The state will not pay service fees; vendors may charge consistent fees to payers. The solicitation anticipates multiple contracts, with a period of performance of up to four years and up to two extensions of up to two years each.
