REQUEST FOR PROPOSALRFP 53-26: ONLINE MERCHANT SERVICES Notice is hereby given that the City of Vancouver, Washington, will receive sealed proposals up to the hour of 3:00 p.m., Pacific Local Time, November 25, 2026, for the following: The City of Vancouver is seeking proposals from qualified firms for consulting services for a payment processing provider to implement and maintain a secure, reliable, and scalable online payment solution. The City of Vancouver in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The City of Vancouver is committed to providing equal opportunities to State of Washington certified Minority, Disadvantaged and Womens Business Enterprises in contracting activities. Description
The City of Vancouver seeks a payment processing provider to implement and maintain a secure, reliable, and scalable online payment solution. The solution must integrate with the City's Selectron utility billing and community development software, Tolemi rental licensing software, and Concourse fire marshal software, and support future integrations. It must accept eligible credit and debit card payments with customer-paid fees, as well as ACH payments with fees absorbed by the City. The provider must support payment initiation, posting or status updates, confirmations, refunds, and reconciliation; disclose all fees; and provide secure, accessible, mobile-friendly payment experiences. Requirements include applicable payment security and ACH standards, encryption, audit logs, incident response and business continuity procedures, transaction-level reporting, settlement information, and export capabilities. Proposals must include an implementation approach and schedule, training and ongoing support, technical architecture, security and compliance information, and detailed pricing.
