Description
The State of North Dakota is soliciting proposals for the design, development, and implementation of NoDaK, a modernized cloud-based, vendor-hosted child support system that will replace the Fully Automated Child Support Enforcement System and associated ancillary applications. The solution may be delivered as software as a service or as a custom deployment hosted through a cloud provider's platform or infrastructure services, and must support federal certification and North Dakota-specific requirements. The scope includes requirements analysis, system configuration and development, project management, data conversion, integration of approximately 48 interfaces, forms and report migration, security and compliance, organizational change management, stakeholder engagement, testing, disaster recovery, rollout, virtual training, knowledge transfer, certification support, and ongoing maintenance and operations. The vendor must provide a detailed technical response and separate cost proposal, with the technical proposal limited to 250 pages for Sections 1 through 5 and the scope-of-work response completed in the required Excel attachment. The amended interface list is included among the solicitation documents. The estimated budget for development through certification is $25 million; operations and maintenance funding will depend on future appropriation.
