Description
The Federal Bureau of Prisons is seeking a single provider to operate a Residential Reentry Center and provide home confinement services for male and female federal offenders. The scope includes in-house beds and home confinement placements, offender accountability and security, case management and reentry programming, employment assistance, transportation, food and medical services, drug and alcohol testing, community relations, facility operations, and related services under the March 2022 Residential Reentry Center Statement of Work. The contractor must provide a compliant facility, staffing, records, security controls, environmental documentation, and required technical, business, and past-performance proposals. The contract is a firm-fixed-price, indefinite-delivery, indefinite-quantity service contract with a one-year base period and four one-year option periods, plus a possible six-month extension. The base-year guaranteed minimums are 14 in-house beds and 10 home confinement placements; estimated maximums are 35 in-house beds and 25 home confinement placements. The Government intends to award both service line items to one provider. Proposals must be submitted in three separate PDF volumes: Technical/Management, Business, and Past Performance. The solicitation requires extensive site, community-relations, facility, staffing, environmental, cybersecurity, subcontracting, financial-capability, and past-performance documentation.
