Description
The City of Bristol, Virginia, invites qualified developers to submit proposals to purchase and redevelop one or both of two city-owned former elementary school properties: the approximately 2.83-acre former Highland View Elementary School site, with a roughly 36,750-square-foot building, and the approximately 8.34-acre former Washington Lee Elementary School site, with a roughly 43,115-square-foot building. The properties are offered "as is, where is," are zoned R-3 Moderate Density Residential, and have existing electric, water, sewer, and broadband connectivity. Proposals must describe the proposed project, preferred parcel(s), land uses, housing details if applicable, development phasing, a conceptual site plan, development team qualifications and relevant completed projects, community and financial benefits, implementation schedule, access to capital, and the proposed purchase price. Responses are limited to 30 pages and must include the completed SCC Form. Evaluation will consider creativity and quality, alignment with community goals, neighborhood compatibility, developer experience, long-term benefits, schedule, and financial feasibility; preference will be given to proposals showing project completion within two years and the highest and best use of the property. Addendum No. 1 requires acknowledgment of the addendum through the included Submission Form and identifies public inspection opportunities on September 17, 2026, at 1:00 p.m. EST, and September 18, 2026, at 9:00 a.m. EST. The addendum also states that questions are due October 1, 2026, at 10:00 a.m. EST.
