Description
The Department of Veterans Affairs is soliciting quotes from multiple contractors to provide new ophthalmic frames and eyeglass cases for the VISN 10 Optical Fabrication Laboratory. Required frame categories include men's, women's, and unisex metal, semi-rimless, plastic/acetate/zyl, and titanium frames. The solicitation also includes commercial off-the-shelf vinyl clip-on cases and clear plastic clamshell cases, with VA-logo identification for the cases after award. The contract is expected to run from September 30, 2026, through September 29, 2031, with multiple awards and an estimated requirement of approximately 201,000 pairs of frames in fiscal year 2027, increasing by approximately 5% annually thereafter. Vendors must provide pre-award sample kits containing up to 100 frame samples, be an OEM-authorized dealer, distributor, or reseller, offer only new products covered by manufacturer warranties, comply with ANSI Z80.5-2004, and provide a one-year warranty. Quotes must include technical product information, pricing, the completed Buy American Certificate, an authorized distribution letter, and the required terms-and-conditions statement.
