Description
Indianapolis Public Schools is soliciting proposals from qualified telecommunications providers for high-bandwidth Metropolitan Area Network services connecting up to 62 campus locations to the John Morton-Finney Center for Educational Services. The solution must provide provider-owned and maintained Ethernet demarcation at each site, minimum bandwidth of 1 Gbps with scalability up to 40 Gbps, power conditioning and at least eight hours of UPS backup, 24/7/365 availability, outage response, service-level agreements, and a real-time monitoring and ticket-tracking portal. The selected provider must complete installation, testing, and operational cutover by June 15, 2027. The initial contract term is July 1, 2027, through June 30, 2032, with possible extensions in 12- to 60-month increments through June 30, 2039. The procurement is partially funded through the E-Rate program and requires compliance with applicable USAC and FCC requirements, a valid SPIN, service documentation and audit support, personnel screening, and contractor badging. Proposal materials include a vendor proposal, pricing proposal, contract forms A–E, quality and technical architecture, technical service and support information, vendor capability and references, contractual redlines if applicable, and an implementation plan.
