Highlands County is seeking proposals from one or more entities to license approximately 400 acres of County-owned property within the Istokpoga Marsh Watershed Improvement District in Lake Placid, Florida. Potential uses include agricultural hay production and harvesting, livestock grazing, and passive recreation without off-road vehicles. Proposals may also identify other compatible uses that add value to the community. Proposers must address the proposed use, compatibility with County and neighboring uses, improvements and restoration, annual compensation, relevant experience and past performance, staffing and response capabilities, and property-maintenance responsibilities. Uses involving hazardous materials, significant soil disturbance, impacts to wetlands or natural resources, camping or residential use, hunting or firearms without approval, or other prohibited activities are excluded. The initial contract term is three years, with a possible additional three-year renewal by mutual agreement. Insurance and a current certificate of insurance are required.
