Description
Butte County is soliciting licensed contractors for a one-year, indefinite-quantity Job Order Contracting program covering repairs, replacement-in-kind, maintenance, emergency work, time-sensitive projects, alterations, and minor new construction at locations throughout the County. The County may award up to 35 contracts across B General Building and C-10 Electrical, C-13 Fencing, C-20 HVAC, C-36 Plumbing, and C-39 Roofing classifications. Contractors may bid multiple license classifications under one bid and must submit four adjustment factors for general and secured facilities during normal and other-than-normal working hours. The adjustment factors will be applied to pre-priced tasks in the Construction Task Catalog and used to determine the lowest responsive, responsible bidder. Each contract has a $0 minimum contract value, a minimum opportunity to bid on $25,000 in job orders, and an initial maximum value of $3,000,000 for B-license contractors or $950,000 for C-license-only contractors, with a possible increase to $6,402,606. The program is administered through Gordian JOC software and includes recurring repair, construction, and job-order proposal work. Contractors must hold the applicable California license classifications, maintain a fully functioning local office, and provide required adjustment-factor, qualification, bonding, insurance, and project-reference information. Addendum 3 confirms that the current payment and performance bond requirements remain in effect and clarifies that the subcontractor list is only a sample for future project-specific JOC work; it also supplies an updated additional adjustment-factor table.
