Description
The California Army National Guard (CAARNG) Region IX Homeland Response Force (HRF) requires comprehensive support services to conduct training exercises. These services are essential for meeting regulatory requirements and implementing skills, and will include the provision of role players, moulage support, exercise control personnel, supplies, and logistical support. The contractor will be responsible for supplying a variety of equipment, materials, and manpower to effectively simulate real-world conditions during these life action training events. The scope of work involves providing personnel, equipment, tools, materials, supervision, and quality control necessary for the contract. Key services include supplying role players, moulage/clothing, weighted manikins, simulants (GloGerm), lumber packages, real-world medical support with two ambulances, and Structural Collapse Venue Site (SCVS) reset. The primary performance location is 5000 Patrol Road, McClellan Park, CA 95652. The contract period of performance includes two main events: SCTE from August 9-13, 2026, and EXEVAL from April 9-13, 2027. Specific tasks include managing miscellaneous meetings and provisions, submitting daily status reports, providing SCVS training support personnel with Technical Rescue Level II certification, offering role player and moulage support with specific casualty types and manikin specifications, providing real-world medical ambulance support with two ALS-capable ambulances and four EMTs, and submitting close-out reports. The contractor will also be responsible for latrine support and catered meal support for participants.
