Description
Sacramento County and the City of Sacramento are seeking a qualified consulting firm or independent consultant to assist in establishing a new regional partnership model. This model will include a governing body to provide program and policy guidance for the region's homeless response system and affordable housing resources, and a restructuring of the Sacramento County and City Continuum of Care (CoC) board. The work will be led by an ad hoc task force comprising elected officials from the County Board of Supervisors, City Councils from six incorporated cities, and representatives from the current CoC Board. The consultant will support the task force in finalizing recommendations for the new governing body's framework, including its role as the CoC Board. The solicitation outlines a history of collaboration between the County and City, including a partnership agreement signed in December 2022 and various consultant reports and discussions leading to the current framework. Key characteristics of the proposed framework include a limited number of members for efficiency, a majority of elected officials to ensure public accountability, a restructuring of the CoC Board to include community voices alongside elected officials, and an enhancement of community voices through a strong committee structure. The project is expected to take approximately six months, with a budget not to exceed $60,000 collectively from the City and County.
