The Department of Managed Health Care (DMHC) is soliciting proposals for consulting services related to Voluntary Employees' Beneficiary Association or Trust Funds (VEBA). The selected vendor will be responsible for performing, participating in, and reviewing analyses, activities, and communications of the qualifying VEBA and its contracted healthcare providers. This includes assisting with the preparation of a written report to the Legislature summarizing findings from a pilot program. The scope of work involves reviewing comparative cost savings, market, financial, and operational data of VEBAs and their contracted healthcare providers. The vendor will also analyze clinical patient outcomes and enrollee satisfaction, monitor performance measures, and provide guidance on cost savings analysis comparing fee-for-service and capitated payment models. Additionally, the vendor will assist in developing reporting templates, preparing reports for the DMHC, and providing training to DMHC staff on evaluating VEBA data. The anticipated contract term is two years, with the possibility of a one-year extension. The maximum total agreement amount is $243,000.00. Proposals must be submitted electronically by July 9, 2026.
