Description
The U.S. Army is soliciting a single firm-fixed-price commercial construction contract to repair the perimeter fence and expand the Military Equipment Parking lot at the PFC Roy M. Reynolds USARC. The work includes excavation, grading and compaction; approximately 4,150 square feet of six-inch heavy-duty bituminous pavement in three lifts with sealant; fence and gate removal and reinstallation; replacement of fence posts and concrete footings; new vinyl-coated steel wire ties; a new sliding chain-link gate; and grounding rods and copper wiring. The contractor must provide all labor, materials, equipment, supervision, transportation, and technical expertise. Work must be completed within 120 calendar days after receipt of the written Notice to Proceed and performed during the specified weekday work hours. The proposal must include a 10-page searchable-PDF technical proposal addressing the execution approach, paving, fencing, grounding, phasing, and subcontractors, plus a price proposal with the completed Attachment 0003 cost breakdown spreadsheet, signed SF 1442, and bid-guarantee documentation. Award will be made to the lowest-priced technically acceptable, responsible, and responsive offeror. The procurement is a 100% total small-business set-aside, subject to availability of funds. A bid guarantee equal to 20% of the bid price or $3,000,000, whichever is less, is required; the successful contractor must provide 100% performance and payment bonds within 10 calendar days after award.
