Description
The Foothill/Eastern Transportation Corridor Agency and the San Joaquin Hills Transportation Corridor Agency (jointly referred to as 'Agency') anticipate releasing a Request for Proposals (RFP) for the modernization of their legacy all-electronic tolling system across a 51-mile network, including State Routes 73, 133, 241, and 261. Additionally, the procurement includes the delivery of a dynamically priced, ITS-intensive express connector for the 241/91 corridor. Vendors may propose on one or both scopes, or the full combined system. The Agency reserves the right to award one or more scopes independently. The anticipated high-level schedule includes the RFP issuance in September 2026, proposals due in November 2026, an award and notice to proceed in Summer 2027, and the first go-live in late 2029. The Agency is committed to a fair and transparent procurement process and expects to offer optional one-on-one discussions ahead of the RFP release. All official information will be issued through PlanetBids, and vendors are encouraged to register on that platform.
