Description
The City of Universal City, with the Universal City Economic Development Corporation, seeks a qualified provider for a single, turnkey contract to develop and deploy an on-demand microtransit system serving the general population within Universal City, Texas. The service must operate seven days per week and include vehicles, ADA-accessible capacity, compliant drivers, vehicle storage and maintenance, cleaning, fuel, customer service, marketing, project management, reporting, training, and technical support. Service should connect Universal City with University Health Retama Hospital, Methodist Hospital Northeast Campus, a VIA Metropolitan Transit Route 502 connection, and Northeast Lakeview College. Riders should be able to travel throughout the designated service area, with a maximum pickup wait of 30 minutes and an average systemwide wait of less than 20 minutes. The provider must furnish real-time scheduling, dispatch, reservation, tracking, payment, and reporting technology, including app, online, and telephone access, while sharing operational data with the UCEDC. Service is anticipated from 8:00 a.m. to 7:00 p.m. Monday through Friday and 10:00 a.m. to 5:00 p.m. on weekends, subject to adjustment in coordination with the UCEDC. The approximately $550,000 total budget may include federal, state, and other grant funding, requiring compliance with applicable grant regulations. The contract term is one year with two additional one-year renewal options; a test pilot is anticipated in late winter 2027, followed by a soft launch in late spring 2027. Proposals will be evaluated based on expertise, service level, and cost per hour of revenue service.
